Debt Collectors Ranked by Specific Complaint Type (2026)

By US Debt Compass Editorial TeamUpdated 2026-08-01

Resurgent Capital Services isn't the overall complaint-volume leader among debt collectors, but it leads outright on complaints specifically about false statements or representation — 776 complaints, well ahead of CL Holdings (480). Separately, Transworld Systems has the smallest total complaint volume of any company on this page but the highest share of its own complaints tied to communication tactics. Snapshot pulled from the CFPB Consumer Complaint Database, current through August 2026.

Read this before the rankings: a CFPB complaint means a consumer submitted one and the company was given a chance to respond — it isn't a lawsuit, a fine, or a verified finding of wrongdoing. See the overall complaint-volume ranking for the same caveat applied to raw totals. Full methodology below.

Methodology

Source: the production CFPB Consumer Complaint Database ingestion pipeline backing this site's Complaint Lookup tool, queried directly on August 3, 2026 — the same pull and date as our overall complaint-volume ranking, just grouped by the CFPB's own `issue` field instead of summed across all issues. Restricted to companies classified as a debt buyer or collection agency (as opposed to an original creditor, credit bureau, or debt-relief company) in our company directory, same restriction as the overall ranking.

Why four categories, not every issue: these are the four issue categories, outside the dominant "attempts to collect debt not owed" bucket, with enough complaint volume across enough companies to support a meaningful ranking rather than single-digit noise. Smaller issue categories aren't shown for the same reason our overall ranking restricts to companies with 100+ total complaints.

What "share of company's total complaints" measures: that issue category's complaint count divided by the company's total complaints across every category (from our overall ranking's totals). A high share means that issue is disproportionately represented in that company's complaint history, not just large because the company itself handles a lot of accounts.

Questions & Answers

Why does the leaderboard change depending on the issue category?

Raw total complaint volume mostly tracks company size — the same handful of large debt buyers show up at the top no matter what. Breaking it down by specific issue reveals which company's problems are actually concentrated where. Resurgent Capital Services trails the overall volume leaders on total complaints but leads outright on "False statements or representation," both in raw count and as a share of its own total complaint volume.

What does "share of company total" mean in these tables?

It's that issue category's complaint count divided by the company's total CFPB complaints across every category — a way to see whether a problem is proportionally larger for one company than another, not just larger in absolute terms because the company itself is bigger.

Does a company leading a specific issue category mean it broke the law?

No — same caveat as our overall complaint-volume ranking. A CFPB complaint means a consumer filed one and the company was given a chance to respond, not a verified finding, lawsuit, or fine. This page shows where complaint patterns concentrate, not a legal determination.

How is this different from the main most-complained-about ranking?

That page ranks by total complaint volume across all issues combined and by response rate. This page slices the same underlying CFPB data by specific issue category instead, so a company that doesn't lead on overall volume can still lead on one specific type of complaint.
